Biographies of Speakers and Round Table Participants
Angela Beehler Wal-Mart
Angela Beehler is Director of Energy Regulation for Wal-Mart Stores, Inc. and is responsible for the implementation of Wal-Mart's strategic energy vision for 3,500 U.S. facilities. Angela analyzes energy issues to influence corporate energy outcomes, leads Wal-Mart's involvement in state and federal rate and regulatory proceedings, and promotes legislative activities as it relates to state and federal energy policy. Angela was also appointed Project Manager for Energy Greenhouse Gas Emissions and Climate Change Committee for Wal-Mart Sustainability Initiative. In addition to her regulatory and legislative responsibilities, Angela directs the Energy Support Specialist team. This team manages energy related construction issues, troubleshoots energy opportunities with utilities, and secures energy efficiency rebates and incentives, and other energy service related activities.
Prior to her position in Energy, Angela started her career with Wal-Mart eleven years ago in Realty Management managing the states of Florida, Georgia and Alabama. This progressed into the position of Senior Realty Manager for the U.S. locations, followed by position as Director of Vestibule Leasing and Banking, and then to the Director of Gas Station Development before joining the Energy group. Prior to Wal-Mart, Angela worked in the energy field for ten years with Transok Pipeline and then The Williams Companies while attending law school at night at Tulsa University, earning her Juris Doctorate degree in 1994. While in law school, she was selected for the Energy Law Journal. H. Ward Camp DCSI/TWACS
Ward Camp is a Vice President, Regulatory Affairs and Strategic Alliances with Distribution Control Systems, Inc. DCSI and its TWACS® 2 -way powerline communication is one of the largest electric AMI providers in North America with over 180 utilities and 9 million endpoints installed. Recently DCSI was selected to provide the electric AMI solution for PG&E which will be an additional 5.1 million endpoints.
Previously, Ward was in charge of regulatory and alliances at US PowerSolutions. Prior to that he was a Vice President with Avistar, a subsidiary of Public Service Company of New Mexico. Ward has been actively involved in electricity policy matters nation-wide, and has chaired public utility commission workgroups on electric metering matters in a number of different states. He has also been active in promoting energy efficiency and demand response programs and has testified in front of several state legislatures and commissions on those issues. Ward is an attorney and he has represented Public Service New Mexico in front of the New Mexico Oil and Conservation Division and the New Mexico Public Utility Commission (now the New Mexico Public Regulations Commission). He has also represented Public Service of Oklahoma before the Oklahoma Corporation Commission.
Nora Brownell Commissioner, FERC
Commissioner Brownell was nominated by President George W. Bush to the Federal Energy Regulatory Commission (FERC) on April 30, 2001. She was confirmed by the United States Senate on May 25, 2001, for a term that expires June 30, 2006.
Prior to FERC, Ms. Brownell served as a member of the Pennsylvania Public Utility Commission (PUC) from 1997 to 2001. During her time at the PUC, Ms. Brownell took an active role in the rollout of electric choice in Pennsylvania. In addition to her work in establishing the framework for one of the most successful retail electric markets in the country, Ms. Brownell was a leader in the administration of Pennsylvania's Electric Choice Consumer Education Program. Also during Ms. Brownell's tenure at the PUC, she was one of the leaders in developing public policy to develop a robust competitive telecommunications market in the Commonwealth.
Commissioner Brownell previously served as the Senior Vice President for Meridian Bancorp, Inc.'s Corporate Affairs Unit. Prior to joining Meridian in 1987, Commissioner Brownell was Deputy Executive Assistant to former Pennsylvania Governor Richard Thornburgh. Commissioner Brownell is the former President of the National Association of Regulatory Utility Commissioners (NARUC). Ms. Brownell served on the Boards of Times Publishing Company, Millennium Bank, Foundation of Architecture, Philadelphia Free Library, Need in Deed, and Philadelphia Regional Performing Arts Center. Commissioner Brownell is a native of Erie, Pennsylvania, and attended Syracuse University.
Ken Corum Northwest Power and Conservation Council
Ken Corum has been an economist with the Northwest Power and Conservation Council since 1982. During that time he has worked in load forecasting, conservation analysis, the economics of interaction between the hydroelectric system and environmental parameters. He recently has helped lead NWPCC efforts on a variety of issues related to electricity industry restructuring and demand response.
Before he moved to the Council, he worked at Oak Ridge National Laboratory and in Brazil on a technical assistance contract with the University of Wisconsin. Ken earned his Ph.D. in Agricultural and Resource Economics from UC Berkeley, and his B.A. in Math from U of Washington.
Susan Covino PJM Interconnection
Susan Covino is the Manager for Demand Side Response at PJM. She previously served the New Power Company as a Director, Government Affairs covering New Jersey, New York, Connecticut, PJM, and FERC. Prior to that Susan was a Director, Government Affairs covering gas and electric matters for Enron in the mid-Atlantic and northeast regions of the U.S.
Susan served as Vice President and General Counsel of KCS Energy Marketing, Inc. from 1992 to 1997. She began her career in the energy industry as a Staff Attorney for Elizabethtown Gas in 1978. She was graduated from Dickinson School of Law with a Juris Doctor degree in 1978 and from the University of Connecticut summa cum laude with a double major in economics and history in 1975. She is a member of Phi Beta Kappa.
James C Eber Exelon Energy Delivery
Jim Eber is part of Exelon's Energy Delivery Business Unit. He currently has management responsibility for Exelon Demand Response resources, which includes the active demand response portfolios of both ComEd, in Chicago, and PECO, in Philadelphia. ComEd has 10 retail products that provide the capability to reduce system peak loads by approximately 1,000 MW. PECO has 5 retail products that have the capability to reduce system peak loads by approximately 215 MW. Jim has been active in the field of Demand Response for the last seven years, and serves on the Executive Council of the Peak Load Management Association. He also manages Exelon Energy Delivery's - Energy Data Services, which provides customers access to data captured by the meter, and also tools to profile, analyze, and track their energy usage. Jim earned his BS in Mechanical Engineering from Bradley University.
Daniel C. Engel Freeman, Sullivan & Company
Dan has over 22 years experience offering electric utility consultant services that are focus on demand side management/demand response program design and implementation as well as on distribution system reliability, asset management, risk management, and incorporating customer expectations into capital decision-making. As a Senior Consultant within Freeman, Sullivan & Company, Dan works to invigorate FSC's management consulting services to its electric utility client base, as well as large commercial/industrial customers. He concentrates in those areas of most interest to his clients, that being customer-based energy efficiency initiatives, load management, demand response and distributed generation alternatives to traditional utility electric service.
Dan's DSM career was launched at Pacific Gas and Electric in the early-80s, where he managed several of PG&E's innovative DSM programs, including the nation's first implementation of Real-Time Pricing, as well as the Model Energy Communities Program, the first field test of targeted DSM implementation designed to defer distribution system constraints. Dan has provided regulatory support services for utility management teams and is recognized as a national leader in Local Integrated Resource Planning (LIRP) implementation. He continues to provide award-winning electric industry training for utility and private sector clients. He has also previously been with Barakat & Chamberlin as well as Nexant, Inc. Dan holds an M.P.A. and B.A. in Political Science and History (with Honors) from Kent State University, Ohio. He also studied at Universidad de las Americas in Mexico.
Joseph Franz Constellation NewEnergy
Joseph Franz is NewEnergy's Director of Information Systems, with responsibility for maintaining and building new information services for NewEnergy customers. Over the last year this included the introduction of a new service for NewEnergy commercial customers to help them plan and manager energy consumption, allowing them near real-time access to their usage information and calculation engines to calculate the costs of that power in the past and future.
Prior to joining NewEnergy, Joseph worked in software business for LODESTAR and helped found numerous Internet start-ups. He has run a small consulting practice serving energy companies and been a featured speaker at industry conferences. He started his career in the energy industry working on power supply planning at Green Mountain Power and later joined Green Mountain Energy Resources. He has a Minor in Computer Science, B.A. and M.A. in Economics and started a Ph.D. in Quantitative Analysis, all from Northeastern University
Stephen George Charles River Associates
Dr. Stephen George is a Vice President of CRA International. He has more than 26 years of experience consulting to electric and gas utilities and regulatory agencies, and 30 years of experience in the energy field. His areas of expertise include electric industry restructuring, strategic and marketing planning, product and service design, market research, and energy demand modeling. He has extensive knowledge of the metering industry, the critical roles of metering and metering information in both traditional and restructured markets and the demand-response benefits of advanced metering.
Steve has worked for electric utilities in four states on issues concerning innovative electricity pricing, including the design and evaluation of California's Statewide Pricing Pilot, the largest pricing experiment ever done in the US. He is currently advising the government in Victoria, Australia on the cost-effectiveness of implementing advanced metering and pricing reform. Steve has held previous positions as Vice President at PHB Hagler Bailly, Inc. (formerly Putnam, Hayes & Bartlett, Inc.), Director of Putnam, Hayes and Bartlett, Inc., and Vice President of XENERGY Inc.
Dian Grueneich Commissioner, California Public Utilities Commission
Dian M. Grueneich was appointed to the California Public Utilities Commission by Governor Arnold Schwarzenegger in January 2005 and unanimously confirmed by the State Senate in May 2005 for a six year term. Commissioner Grueneich is known as a strong advocate of ensuring reliable energy service, addressing climate change, implementing energy efficiency and renewable energy programs, and offering customer choice. She is also known for her commitment to making California not only a national but an international leader in demonstrating that energy efficiency and demand management, a sound economy, and reliable energy supplies at a reasonable and predictable cost, go hand-in-hand.
Commissioner Grueneich is a nationally recognized expert in energy and environmental issues, with almost 30 years of experience in these areas. She began her career at the California Energy Commission in 1977 and later, in 1986, founded her own law and consulting firm, Grueneich Resource Advocates (GRA), where she was the principal until her appointment to the Commission. Commissioner Grueneich earned her Juris Doctorate from Georgetown University Law Center in 1977 and a Bachelor of Arts degree in Human Biology from Stanford University in 1974. She has served on the Board of the American Council for an Energy Efficient Economy (ACEEE).
Patti Harper-Slaboszewicz Utilipoint International
Patti Harper-Slaboszewicz provides business case development, market research, strategic planning and consulting in the areas of AMR, Demand Response, and AMR Data Management as part of the UtiliPoint International's Utility and Energy Technology practice. She wrote the UtiliPoint AMR Report providing benchmark information on the business case for AMR, future rate plans of electric utilities, and AMR data management and has been selected to manage the Federal Energy Regulatory Commission's (FERC) survey of Advanced Metering and Demand Response Resources.
Patti formerly worked at Utility.com, a competitive energy service provider, and at PG&E, a large electric and gas utility in California. She holds a B.A. in mathematics and an M.A. in economics from the University of California Berkeley.
Herjinder Hawkins Salt River Project
Herjinder Hawkins is the Manager of Renewable Energy and Technologies group at Salt River Project, Tempe, Arizona. SRP is the third largest public power company in the United States. Her responsibilities for the Company include managing the renewable portfolio as well as technical research and development. Prior to managing the renewable program she worked at New West Energy, SPR's deregulated arm as the Senior Business Partner.
Herjinder also worked in the oil and gas industry with Arco Pipe Line, FMC Corporation and Chevron Pipe Line Company. She is a member of the Generation Council for the Electric Power Research Institute, on the ACORE Utility Committee, and a member of the Demand Response Coordinating Committee. She presently resides in Scottsdale, Arizona with her husband and three children. Herjinder has an M.B.A. from University of Illinois at Urbana-Champaign, B.S. Mechanical Engineering, California Polytechnic State University, San Luis Obispo and is Registered Professional Engineer, Mechanical Engineering, State of California.
John Hughes Electricity Consumers Resources Council (ELCON)
John Hughes is a Vice President at ELCON, a national trade association representing large industrial consumers of electricity. ELCON's member companies own and operate manufacturing facilities throughout the United States and in many foreign countries. They produce a wide range of products: chemicals, petroleum, paper and
forest products, motor vehicles and automotive parts, industrial gases,
machinery, computer chips, food and agricultural products, and consumer
goods. Many ELCON members generate or cogenerate some of their electricity
requirements.
Since joining ELCON in 1987, John has provided technical and analytical
support for ELCON's interventions at FERC, DOE, EPA, and state PUCs, and in
testimony before Congress, and is the author of many ELCON position papers
and regulatory filings. He represents Large End-Use Consumers on the
Executive Committee of the North American Energy Standards Board (NAESB).
He also is active with the North American Electric Reliability Council (NERC).
From January 2002 to December 2003, he chaired the SeTrans RTO
Stakeholder Advisory Committee (SAC). Prior to joining ELCON, John was Director of Economic Research at the Niagara Mohawk Power Corporation. He was previously Chief Economist of the Massachusetts Energy Facilities Siting Council. He is both an engineer and economist by training.
Brad Johnson MidAtlantic Distributed Resources Initiative (MADRI)
Brad Johnson is the President of ACN Energy Ventures LLC in Falls Church, Virginia. ACN Energy Ventures provides advisory services to private and government clients in the alternative energy area. Major engagement areas include regulatory and market policy development, standards development, electric infrastructure, and energy technology product development and commercialization.
Brad has over twenty-five years of electric industry experience. His broad electricity background includes senior leadership positions with regulated utilities and non-regulated energy technology ventures. Before founding ACN Energy Ventures, Brad was the President and Chief Operating Officer of Pepco Technologies where he led the company for four years through its initial start-up and the successful launch of its first commercial product. Prior to Pepco Technologies, he had an extensive career with major electric utility companies where he held a variety of senior manager positions. Brad received a BA degree in economics and an MBA degree from the College of William & Mary.
Thomas M. Kerr U.S. Environmental Protection Agency
Thomas M. Kerr is a Branch Chief with the U.S. Environmental Protection Agency's (EPA) Office of Air & Radiation. In his time at EPA, he has worked on a variety of voluntary climate change programs with industry, including government/industry partnerships that encourage major companies to set greenhouse gas (GHG) reduction targets and to track their progress toward these targets; clean energy market transformation efforts; international GHG mitigation project investment; and federal and state policies to promote renewable energy and energy efficiency. He has worked with EPA and in the private sector for 15 years in matters involving clean energy, climate change, and international investment and trade.
Tom has written and presented extensively on climate change policies and industry practices related to climate change and clean energy policies. He is a member of the American Bar Association's Section of Environment, Energy, and Resources, and is 2005-06 Chair of the Sustainable Development, Ecosystems and Climate Change Subcommittee. Tom earned his LL.M. in International Environmental Law from Georgetown University Law Center in 1995, his J.D. in 1993 from DePaul University College of Law, where he was President of the Environmental Law Society, and earned his B.A. in economics in 1988 from the University of Michigan.
Chris King eMeter
Chris King is President of eMeter Strategic Consulting and Chief Strategy Officer of eMeter Corporation, a provider of AMR data management and system management software to utilities. His previous experience includes being CEO and founder of Utility.com, Vice President-Regulatory Affairs, Sales and Marketing for Cellnet (a large AMR company), and a director of a variety of rates and energy efficiency programs at PG&E.
A nationally recognized authority on energy regulation and demand response, Chris works regularly with regulators and legislators on technology and customer issues in demand response; he has testified before Congress on these matters. Chris holds a masters from the Stanford Graduate School of Business and currently is Co-Chair of the Demand Response and Advanced Metering Coalition, Co-Chair of the OpenAMI Initiative, Chair of the Demand Response Committee of the Silicon Valley Leadership Group (a business coalition of 200 companies), and Chair of the California Consumer Empowerment Alliance.
Roger Levy Demand Response Research Center (DRRC)
Roger Levy is the President of LEVY ASSOCIATES, a Sacramento, California management consulting firm started in 1980. Roger was the principal consultant to the California Energy Commission on their advanced metering, pricing, and related demand response initiatives. In 2004 he was engaged by the Lawrence Berkeley National Laboratory Demand Response Research Center to help guide the development of their research agenda.
Roger serves on the Technical Advisory Committee for the Demand Response Enabling Technology Development project managed by California Institute for Energy Efficiency (CIEE) at the University of California at Berkeley. Prior to starting LEVY ASSOCIATES, he held positions with the Price Waterhouse, Arthur Young & Company, RCA, and Xerox Corporation.
Eric Lightner U.S. DOE
Eric Lightner has worked as a program manager for advanced technology development at the Department of Energy for the last 15 years. For 6 years he was involved in characterization, monitoring and sensor technology development for the Office of Environmental Management in support of DOE's waste clean-up efforts. The following two years, Mr. Lightner was the program manager for research and development for the Sensors and Controls program within the Office of Industrial Technologies. Currently, Eric is the program manager for the Electrical Distribution and GridWise Programs within the Office of Electricity Delivery and Energy Reliability. This program has been chartered to modernize both the hardware and software components within the distribution system in order to address reliability and security concerns, as well as, to help move the electric delivery system into the information age. Eric earned a Bachelors of Science degree in electrical engineering from the University of Maryland and a Masters of Science degree in electrical engineering from the Johns Hopkins University.
Kathy Loftus Whole Foods Market
Kathy is a new member of the National Energy Management unit at Whole Foods Market. Until recently, she was Director of Business Development for EnerNOC, Inc. working with commercial and industrial national accounts to implement improved energy management strategies across their diverse facility portfolios. Kathy developed many of EnerNOC's new products and services, including demand response audit services and technology enhancements.
Previously, Kathy spent eight years as Director of Energy & Environmental Management for Shaw's Supermarkets, Inc., where she was active in the EPA Energy Star and Green Power Partners Programs, as well as the United States Green Building Council's LEED Retail Advisory committee. She sat on the board of the (Massachusetts) Energy Consortium and met with New England legislators and regulators on behalf of large end users to advocate for enhanced metering, distributed energy, demand response, and real-time pricing programs. Kathy also worked for Eastern Utilities (acquired by National Grid) for six years, where she worked in integrated resource management including demand side management program development, implementation, and management.
Fred Lynk Public Service Electric & Gas Company
Fred Lynk has over thirty years of experience in utility sales and marketing, with more than 15 years spent managing energy efficiency and Demand-Side Management programs at PSE&G. PSE&G is New Jersey's oldest and largest regulated gas and electric delivery utility, serving nearly three-quarters of the state's population.
Fred is a member of the New Jersey Clean Energy Council a group that advises the New Jersey Board of Public Utilities on energy efficiency, demand response and renewable energy programming. He is also a member of the Board of Directors of the Consortium for Energy Efficiency and was a founding Board Member of the Northeast Energy Efficiency Partnerships, Inc., a regional non-profit organization that seeks to increase and coordinate energy efficiency efforts in New England, New York and the mid-Atlantic region.
Frank Magnotti Comverge
Frank Magnotti is the founder of Comverge and is presently the President and COO of Comverge Enterprises, a leading provider of virtual peaking capacity. Comverge has been recently named one of the Top 100 Private companies in Red Herring's Hot 100 List. It also was a recent winner in CleanTech Ventures selection of Emerging Enterprise of the Year. Newsweek has also recognized Comverge as one of the top ten eco-friendly companies in America.
Frank has Bachelors and Masters Degrees in Mechanical engineering from Cooper Union and has studied in the advanced executive management programs at both the University of Southern California and Penn State.
Lawrence Mansueti U.S. Department of Energy (DOE)
As part of DOE's Office of Electricity Delivery and Energy Reliability, Larry supervises a team of experts that give technical assistance to state officials (state utility regulators, governors offices, state legislators), regional transmission operators, and others on transmission, transmission siting, demand response, efficiency, renewables, regional electric planning and related electric market policies and programs. He is particularly focused on encouraging regional approaches, such as working with the Western Governors Association and the Organization of MISO States, Inc., to electric infrastructure planning and coordination. He is also supporting regional and national efforts at ways of using demand response to improve customer participation in electric markets. Recent special emphasis is on implementing the myriad electricity policy-related items assigned to DOE by the Energy Policy Act of 2005.
Previously to joining DOE in 1995, Larry spent a year wearing two hats as deputy director of the Solar Energy Industries Association and the National BioEnergy Industries Association in Washington, DC where he implemented business management improvements. From 1985 to 1994, he was at the American Public Power Association (APPA), the Washington DC-based trade association for the public power sector of the electric utility industry. As Director of Technical Services at APPA, Larry led a staff that provided technical and regulatory services to member electric utilities in the areas of FERC, generation, energy efficiency/demand side, transmission and distribution, safety, environmental regulation, and R&D. A native of Detroit, Michigan, Larry has a B.S. in Electrical Engineering/Environmental Studies from Wayne State University and an M.E. in Systems Engineering from the University of Virginia.
Ron McNamara Midwest ISO
Ron McNamara oversees the management of the Midwest ISO's day ahead market operation, with an emphasis on market design and the economic impact of regulatory policy on the Midwest wholesale electricity market. Ron's career has included significant contributions in the public and private energy sectors, as well as academic research on energy markets. He was instrumental in the design and implementation of wholesale and retail electricity market rules in New Zealand, which has the least regulated energy market in the world and has been operating successfully since 1996.
Prior to coming to the Midwest ISO, Ron was director of energy markets at American Electric Power in Columbus, Ohio. He has also served as a regulator in Australia, and has served as senior advisor on electricity markets on numerous industry committees in the United States. Ron holds a Ph.D. and a Master of Economics from the University of California, Davis.
William Prindle American Council for Energy Efficient Economy
Bill Prindle directs the energy policy program at ACEEE, a leading national nonprofit organization specializing in energy efficiency technology and policy. The policy program conducts policy analysis and advocacy on energy efficiency issues at the national, regional, and state levels. He also oversees the organization's utilities program, in partnership with Program Director Martin Kushler, and directs organization development, communications, conferences, publications, and operations.
In his 30 years in the energy field, Bill has worked in regional planning, management consulting, and public interest advocacy. He spent many years with Barakat & Chamberlin, Inc. as a senior consultant working with utilities, state agencies, and other clients on the design, evaluation, and regulatory treatment of energy efficiency programs. He has developed programs and worked with utility commissions in several states, presented at several NARUC meetings, and participated in proceedings of the Federal Energy Regulatory Commission and regional transmission organizations such as PJM.
Bill earned a B.A. degree in Psychology from Swarthmore College and an M.S. from the University of Pennsylvania. He has served on the boards of such organizations as the Energy and Environmental Building Association, the Association of Energy Services Professionals, and the National Fenestration Rating Council.
Tim Roughan National Grid
Tim Roughan is the Director of Distributed Resources for National Grid's distribution companies which serve 3.2 million customers in NE and NY.
The Distributed Resources group uses customer-side distributed resources to actively manage the loads on the local distribution system through targeted load response programs. The group is also responsible for providing power quality engineering services to customers, coordinating DG interconnection to the Company's system, and working to provide advanced metering options to the Company's customers. Tim is a 1982 graduate of WPI.
Susie Sides San Diego Gas & Electric
With over 23 years experience in the energy industry, Susie has focused her career on serving utility customers, from the residential user to the largest commercial/industrial customers in San Diego. Susie has held several positions promoting energy efficiency, conservation, energy technologies and demand-side management programs. Her background includes educating customers on utility rates, including time-of-use and dynamic pricing.
As SDG&E's policy and strategy manager for Demand Response Programs, Susie is responsible for designing, developing and managing SDG&E's demand response programs. Most recently, she is an active member in California's statewide regulatory proceeding addressing dynamic pricing, demand response policies and program implementation. Susie is also involved in developing SDG&E's Long-Term Resource Plan, serving as the company's witness on Demand Response Programs. Susie has a Bachelor of Science degree in Business Management from San Diego State University and a Masters degree in Organizational Management. She is a Certified Energy Manager (CEM), Certified Demand-Side Management (CDSM) Professional and Senior Member of the Association of Energy Engineers (AEE).
Peter R. Smith NYSERDA
Peter R Smith was appointed President of the New York State Energy Research and Development Authority by the NYSERDA Board of Directors on January 26, 2004.
Peter is responsible for the overall management of the Authority, a public benefit corporation of the State of New York with assets of more than $330 million. NYSERDA is also the third-party administrator of New York's five-year, $750 million public benefits program which was created as part of the State's move to electric competition. As administrator, NYSERDA operates over 30 programs under the umbrella of New York Energy $martSM.
As NYSERDA's President he also serves the State of New York as Chairman of the Energy Planning Board; and as a member of the State Environmental Board, the Water Resources Planning Council, and the Disaster Preparedness Commission. He is the State's liaison officer to the U.S. Nuclear Regulatory Commission and represents New York State on the National Low-Level Radioactive Waste Forum. Peter is also active on the national energy scene. He is President of the Board of the American Council for an Energy-Efficient Economy (ACEEE), and the Chairman of the Board of the National Association of State Energy Officials (NASEO), while also serving on the board of the Alliance to Save Energy.
Peter has more than 26 years of experience in analyzing and studying energy and environmental issues and problems. He holds a Masters Degree in Public Administration from the Nelson A. Rockefeller School of Public Affairs and Policy, State University of New York at Albany, and a Bachelor of Arts from LeMoyne College in Syracuse, New York.
Grace Soderberg National Association of Regulatory Utility Commissioners
Grace D. Soderberg joined NARUC in 2003. As NARUC's Assistant General Counsel, she advocates NARUC's positions before the Federal Energy Regulatory Commission and other federal agencies, such as the Department of Energy, the Environmental Protection Agency, the Securities and Exchange Commission, the Internal Revenue Service, as well as the Federal Courts. Grace directly supports the Electricity Committee, the Energy Resources and Environment Committee, the Gas Committee, the Consumer Affairs Committee (Energy) and the Subcommittee on Nuclear Issues.
Prior to joining NARUC, Grace worked on environmental issues at the Environmental Enforcement Section of the United States Department of Justice. For the 1999-2000 term, she was a judicial law clerk to the Honorable William J. Haynes, Jr., United States District Judge, United States District Court for the Middle District of Tennessee.
S. Lynn Sutcliffe EnergySolve
Lynn Sutcliffe serves as the Chief Executive Officer of EnergySolve LLC, EnergySolve Demand Response, and Nxegen, an EnergySolve Company. These companies have recently merged to form the EnergySolve Companies which provide a full range of energy services. He is responsible for the leadership and oversight of these companies. Companies taking advantage of EnergySolve services include Merrill Lynch, New Jersey Transit, Goodyear, Wachovia, W. L. Gore, the City of New Haven and many others.
Lynn brings to EnergySolve 24 years of experience in the energy services industry. He was the General Counsel of the U.S. Senate Commerce Committee that had jurisdiction over all electric and gas utility issues. He left the Commerce Committee to become one of the founding partners, and the managing partner, of Van Ness, Feldman, Sutcliffe & Curtis, P.C. (currently VanNess Feldman), a law firm nationally recognized for its expertise in energy law and policy; he continued with that firm until 1990. He has served as president and chief executive officer of several energy service companies since 1990. Lynn's expertise includes a wide range of business, legislative, regulatory, contractual, and financial issues associated with the energy and environment industries. Lynn has served as the president of the National Association of Energy Service Companies from 1994 to 1996, and was a member of the Energy and Transportation Task Force of the President's Council on Sustainability in 1996. He currently serves on the Energy Efficiency Committee of the New Jersey Board of Public Utilities' Clean Energy Council and the Energy Futures Coalition funded by the Turner Foundation and as president of the National Association of Energy Service Companies for 2006. Lynn is a magna cum laude graduate of Princeton University. He earned his JD degree from the University of Washington School of Law where he was the Editor-in-chief of the law review.
Dan Violette Summit Blue Consulting and IEA DR Project
Dr. Dan Violette is a Principal with Summit Blue Consulting. He has 20 years of experience in the energy industries including over ten years as a Vice President and Director with Hagler Bailly Consulting. He has also held officer-level positions with other major companies including serving as a Sr. Vice President with XENERGY, Inc., a power marketing and energy services company, and with the Management Consulting Services Business Unit of Electronic Data Systems (EDS), one of the largest worldwide management services and technology companies. Dan has worked both with utilities, energy companies, and regulators on projects related to the transition of the electric and gas industries from a regulatory to competitive markets environment at both the wholesale and retail levels. He also has worked with a spectrum of interveners in regulatory proceedings.
Dan served three elected terms as President of the Association of Energy Services Professionals (AESP) International, and he currently serves on the AESP Board and is the Vice President responsible for the AESP topic committees. He was elected to two terms as the Vice Chair of the Peak Load Management Alliance (PLMA), currently serves on the Executive Committee of the PLMA, and he is the current chair of the Intellectual Capital committee of the PLMA which maintains a library of materials on DR. Dan has testified before 20 regulatory jurisdictions in North America, authored numerous articles, and made contributions to books and conference proceedings. He received his Ph.D. in economics from the University of Colorado.
Julie Walker American Public Power Association
At APPA, Julie Walker handles general energy policy and electricity restructuring, endangered species, “captive” rail shippers, and National Environmental Policy Act reform. Ms. Walker also oversees APPA's Political Action Committee, PowerPAC.
Prior to coming to APPA in January of 2003, Julie worked as a legislative assistant for U.S. Representative Vito Fossella (R-NY), a Member of the Energy and Commerce Committee, where she handled energy and environment issues, among other topics. Prior to that, she worked as a legislative assistant for former U.S. Representative Susan Molinari (R-NY). Julie holds her Bachelors Degree in Political Science from New York University.
Henry Yoshimura ISO-NE
Henry Yoshimura is the Manager of Demand Response for ISO New England. He is responsible for the development and deployment of demand response initiatives for the New England wholesale electricity market.
Henry is an economics and public policy expert with more than 24 years of domestic and international experience in the electric power industry. Before joining ISO New England in 2002, he spent two years in Jakarta, Indonesia as a Government advisor on electricity sector regulation and restructuring. Henry is the former Director of the Electric Power Division for the Department of Telecommunications and Energy in Boston, Massachusetts. Additionally, he has held senior consultant positions with La Capra Associates, XENERGY/KEMA Consulting Inc., and the Institute of International Education. Henry holds a Master of Arts degree in Economics as well as a Bachelor of Arts degree in Economics and Political Philosophy from the University of Montana. Additionally, he earned a Certificate in Advanced Management Development from the University of Massachusetts, Institute for Governmental Services.
